All e-commerce operators in mainland China, including sole traders, must register with the local market regulation department.

Exceptions to this requirement are only made in four instances:

When the individual in question is:

i) Selling self-produced agricultural products

ii) Selling home-produced handicrafts

iii) Providing local handyman services

iv) Engaging solely in occasional low-value transactions
