Privately-run tutoring institutions are normally categorised as non-public schools in China. Their establishment is subject to approval by education administration department of the government if they offer qualification-conferring programmes, pre-school education, self-study examination assistance or other cultural education programmes. For those offering primarily vocational skills programmes – such as vocational qualification training or vocational skills training – approval must be secured from the applicable human resources and social security administration department, with a copy of said approval document then filed with the relevant education administration department for record.
