New Incentive Measures Proposed for Shanghai FTZ and Pudong New Area

Some 20 new incentive measures are on offer for businesses looking to operate from within the Shanghai Pilot Free Trade Zone or the Pudong New Area. The prospective new arrangements are detailed in 20 Measures for the Optimisation of the Business Environment, a circular recently issued by the Shanghai Pudong New Area Market Supervision Administration.

Among the most significant proposals being considered are the following:

  • Providing support to any new technology-focused companies launched by mainland-resident senior oveseas personnel
  • The possible exemption of inspection and testing institutions from on-site assessments by the China Metrology Accreditation (CMA) if they have previously secured accreditation from the China National Accreditation Service for Conformity Assessment (CNAS)
  • Abolishing the accreditation of inspection and testing institution on a trial basis
  • Jointly issuing food operation and liquor retail licences
