Are fertiliser imports to China required to undergo prior examination and approval?
In accordance with the Administrative Measures for the Registration of Fertilisers (2017 Revised Edition), China has adopted a fertiliser registration and administration system. In line with this, unregistered fertilisers may not be imported, produced, sold or deployed anywhere on the mainland.In order to secure the required registration, applicants must be approved fertiliser production enterprises and qualified corporate entities that have completed all statutory requirements to the satisfaction of the competent local administrative department. Applicants from Hong Kong, Macau, Taiwan or from overseas may apply for such registration directly, via a previously-established mainland office or through a designated China-based agency of their own choosing. Applications should be submitted to the Ministry of Agriculture and Rural Affairs either in writing or via the appropriate online channel.
