Under the terms of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), properly-accredited Hong Kong suppliers can distribute printed materials on the mainland on both a retail and wholesale basis, whether operating as a sole trader, a limited company or an approved joint venture. All such items, however, must have been produced by a state-endorsed publishing house or imported by a state-approved publication import agency.

(For full details on the liberalisation measures and entitlements available under CEPA, please visit the following HKSAR Government Trade and Industry Department link: https://www.tid.gov.hk/english/cepa/index.html)
