Enquiry: How Do Export Toys Production Enterprises Apply For Quality Certificate?
China’s inspection and quarantine authorities implement a quality licensing system for export toys production enterprises and their products. Enterprises producing toys for export must, in compliance with the requirements in the Measures for the Administration of Export Toys Quality, apply to the local inspection and quarantine authorities for an Export Toy Quality Certificate.
To apply for an Export Toy Quality Certificate, the following criteria must be met:
1. Samples of the export toy must pass testing in accordance with the Regulations for Export Toy Type Testing;
2. Export toys production enterprises must establish a quality control system in accordance with the ISO 9000 series and the Export Toys Production Enterprise Quality System;
3. After passing the information examination, type test and production enterprise on-site assessment, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will issued an export toy quality certificate valid for five years;
4. A record filing system is in place for sensitive raw materials such as paints on toys. When enterprises change their paint suppliers, they must renew their record filing with the inspection and quarantine authorities. Each batch and every colour of paints used on toys must undergo random test.
