Enquiry: How Do the Cross-border E-commerce Pilot Cities in China Carry Out Imports Currently?

Currently the import business of cross-border e-commerce platforms is conducted under two modes of operation in pilot cities in China:

1. Online shopping bonded import

Cross-border e-commerce operators normally import foreign goods in large quantities and store them in customs bonded zones. Consumers complete cross-border transaction via an e-commerce platform approved by and linked to Customs. Then Customs will clear the goods according to the procedures for personal articles upon submission of the transaction data and relevant declaration documents by the e-commerce operator, logistics firm and payment company.

2. Direct purchase import

Consumers complete cross-border transaction via an e-commerce platform approved by and linked to Customs. The goods will then be dispatched directly from the offshore warehouse to a cross-border e-commerce zone under the supervision of Chinese Customs, and will be delivered to consumers once customs clearance, inspection and quarantine procedures are completed. Customs will clear the goods according to the procedures for personal articles upon submission of the transaction data and relevant declaration documents by the e-commerce operator, logistics firm and payment company.
