On 1 January 2015, the Ministry of Finance and the National Development and Reform Commission jointly suspended the registration fees applicable to the incorporation of commercial enterprises or individually-owned businesses. At the same time, all the other relevant administration fees previously payable at the central level were either abolished, suspended or exemptions made. While in theory, then, there is a registration fee schedule in place, in practice it is no longer enforced.

Similarly, while under the terms of the Regulations on the Administration of Registration of Enterprises as Legal Entities, a fee is payable for the registration of such entities, all the due fees have, again, been suspended. Previously the payable fee was determined on a sliding scale depending on the amount of registered capital held by the business.
