According to the Interim Measures of the General Administration Customs (GAC) of the People’s Republic of China for the Administration of Advance Rulings, an importer/exporter may apply to the customs office for an advance ruling on the classification (commodity code) of goods prior to their actual import/export. In addition, advance rulings may also be applied for with regard to the following customs procedures:

  • Place of origin or certificate of origin of goods for import/export
  • Factors and method of evaluation of the dutiable value of imported goods

In all instances, applicants requiring such rulings should apply to the customs office with jurisdiction over their place of business registration. Applications should be made three months prior to the proposed import/export date and the ruling granted will be valid for three years.
