Enquiry: What are the Prior Customs Formalities that Individuals Dispatching or Receiving Imported/Exported Items are Obliged to Complete?

Under the terms of the Administrative Provisions of the Customs of the People's Republic of China for the Registration of Declaration Entities, consignors [shippers] and consignees [recipients] of imported/exported items must first register with the local customs office as either an individual or a corporate entity. Once this process has been completed, they are then free to make any required customs declaration at any of the official points of entry to China or at any other location that may be deemed appropriate.
