Cosmetics products imported on a cross-border e-commerce basis will be deemed to be for personal use provided they are on the List of Cross-Border E-Commerce Retail Imports and satisfy all conditions for the application of the relevant tax policies. In such instance, the prevailing first-time import requirements (as they apply to approval, registration and record filing) shall not apply to any such products. Exceptions to this rule will be made, however, in instances where the goods are either sourced from epidemic-affected areas where imports have been expressly barred by the relevant authorities or should emergency contingency measures have identified such goods as representing a substantial safety risk or as having a known quality deficiency.
