In the case of all goods listed in the 2019 Catalogue of Goods Subject to Import Licensing Administration or the 2019 Catalogue of Goods Subject to Automatic Import Licensing Administration, the importer must apply for an Import Licence or Automatic Import Licence from the relevant department of the Ministry of Commerce prior to the import of any such goods. Once this Licence has been secured, the importer can then initiate the relevant customs declaration and clearance formalities.

In terms of specific requirements:

  • Importers of certain used electromechanical products and ozone-depleting substances must obtain an Import Licence directly from the Ministry of Commerce
  • Importers of non-electromechanical products, such as cereals, oil products and chemical fertilisers, as well as certain designated electromechanical products (including machinery, communications equipment and electrical products) must obtain an Automatic Import Licence from the Ministry of Commerce or one of its local representative offices
