Q: Do I Need to Acquire the ICP As the Website Will Be Hosted Outside of China and Its Key Audience Will Be in Hong Kong and Outside of China?

A: Under "one country two systems" policy, if the website will be hosted outside of China, such as in Hong Kong, and its key audience will be in Hong Kong and outside of China, there is no need for the web operator to apply for an ICP License in China.
