Q: How to Apply for Organic Product Certification in China?
A: Under the Administrative Measures for Organic Product Certification promulgated on 1 April 2014, organic products refer to products for the consumption of human beings and animals which are produced, processed and sold in compliance with China’s national standard for organic products and which have passed certification.
The Certification and Accreditation Administration of the PRC (CNCA) is responsible for the unified administration of the certification, supervision and coordination of organic products across the country. Different levels of local quality and technical supervision departments and local entry-exit inspection and quarantine authorities perform different duties, overseeing the supervision, inspection, administration and law enforcement of the certification of organic products under their jurisdiction.
China implements a unified organic product certification system. Under this system, after the certification authority has accepted a certification application, it will, in accordance with the provisions set out in the implementing rules on organic product certification, dispatch certification inspectors to the production and processing venues of the organic products in question to conduct on-site inspection. Meanwhile, an inspection agency with statutory qualifications should be commissioned to conduct inspection of the product applying for certification. For products which require the monitoring (inspection) of the production place (base) environment, a monitoring (inspection) report prepared by a qualified monitoring (inspection) agency or other legally valid environmental monitoring (assessment) reports furnished by the applicant should be submitted.
For products complying with the criteria for organic product certification, the certification authority should promptly issue an organic product certificate to the applicant, allowing it to use China’s organic product certification mark.
