Q: What are the customs declaration and inspection procedures for imported traditional Chinese medicines?

A: Before or when traditional Chinese medicines enter the country, the owner of the goods or its agent should make declaration to the inspection and quarantine department at the port of entry by presenting the following documents:

1. Original copy of the quarantine certificate meeting the requirements of AQSIQ and issued by the competent government department of the exporting country or region;

2. Animal and plant entry quarantine certificate;

3. Pharmaceutical production licence or pharmaceutical trade licence approved by drug administration departments under the State Council;

4. Certificate of origin, business contract, bill of lading, packing list, invoice and other relevant certification and documents. The inspection and quarantine departments will conduct inspection after examining the valid certificates and documents submitted by the goods owner or its agent.
