Q: We Have a Production Plant in China and Now Intend to Open up the ASEAN Market. What Requirements Do We Have to Meet to Apply for the ASEAN-China Free Trade Area Certificate of Origin?

A: The ASEAN-China Free Trade Area Certificate of Origin (Form E) is an official document with legal force issued in accordance with the Rules of Origin for the ASEAN-China Free Trade Area and must be issued by the government authorities of the exporting party. Consignors within the territory of China whose export goods meet the following requirements may apply for Form E:

1. The goods are for export to any member state of ASEAN;

2. The goods are eligible for tariff concessions in the country of destination;

3. The goods comply with the origin requirements stipulated in the Rules of Origin of the ASEAN-China Free Trade Area and the certification verification procedures; and

4. Before applying for the Certificate of Origin, consignors of export goods within the territory of China must first complete registration procedures at the certificate-issuing institution of the place where they are located.
