Q: What documents and inspection procedures are required in exporting hair growth lotion to China?

A: Under Article 10 of China’s Regulations Concerning the Hygiene Supervision over Cosmetics (Chinese version), special-purpose cosmetics refer to cosmetic products for hair growth, hair dye, hair perm, hair removal, breast shaping, fitness, deodorising, spots removal and sun screen. Prior to initial import of special-purpose cosmetics, the applicant must obtain administrative approval from the Administrative Service Center of the China Food and Drug Administration (CFDA) before completing import customs clearance procedures. It is worth noting that when applying for administrative approval for the initial imported specal-use cosmetics, a test report prepared by a CFDA-approved testing institution must be furnished.
