Q: What is the scope of so-called online publishing service in China?
A: According to China's Provisions on the Administration of Online Publishing Service, online publishing service refers to the provision of online publications to the public. Online publications as mentioned in these provisions refer to the digitised works with publishing characteristics such as editing, production and processing provided to the public through information networks. The scope mainly covers the following:
1. Original digitised works of written words, pictures, maps, games, animated cartoons, and audiovisual readings that contain knowledge and thoughts in areas such as literature, art and science;
2. Digitised works whose content is identical to that of books, newspapers, periodicals, audiovisual products and electronic publications already published;
3. Online archives and other digitised works created through the process of selection, arrangement, compilation and the like, of the above-mentioned works; and
4. Other types of digitised works designated by the State Administration of Press, Publications, Radio, Film and Television.
Sino-foreign contractual and co-operative joint ventures, as well as foreign-operated work units, may not engage in online publishing services.
