Q: What requirements does China impose on the wood packaging material of imported goods?

A: Wood packaging material refers to the wood material used for carrying, packing, matting, supporting or fastening goods, such as wooden cases, wooden crates, wooden pallets, wooden frames, wooden casks, wooden shafts, wooden wedges, wooden pads, crossties and wooden linings, etc. Artificial wood packaging materials, and wood packaging materials which are deeply processed by heating or pressing, such as veneer and fibreboard, are excluded. Revolved cut cores from wooden sheets, saw-dust, wood-wools, wooden shavings, or wooden materials which are 6mm thick or less are also excluded.

In March 2002, the International Plant Protection Convention (IPPC) issued the International Standards for Phytosanitary Measures No. 15 (ISPM 15): Guidelines for regulating wood packaging material in international trade, laying down the international standard of phytosanitary measures for wood packaging materials. IPPC is the institution designated by the WTO/SPS to formulate the international standard of phytosanitary quarantine measures. This can help reduce the risk of introduction and spread of harmful organisms that may be associated with wood packaging materials via international trade, and assist WTO members to formulate uniform administrative measures for wood packaging material quarantine procedures, so that they will not create unreasonable technical barriers to international trade.

According to the international standard of quarantine measures on wooden packing, wood packaging materials used in international trade must undergo effective fumigation or heat treatment, and stamped with a uniform IPPC mark as an indication of compliance before being shipped abroad. Issuance of a plant quarantine certificate or certificate of fumigation and disinfection is not required. Chinese authorities will disinfest or destroy those wood packaging materials which fail to meet entry quarantine requirements. Should it be inconvenient to remove the wood packaging material or should there be serious violations of regulations, both goods and wooden packages shall be returned to the consignors.
