Q: What are China's Requirements for Importing Coating Materials?

A: 1. Registration and record filing

The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) implements a system of registration, record filing and specific testing. The importer and import agent may apply for imported coating registration and record filing at AQSIQ if needed. Applications should be submitted at least two months before the import of the coating materials, but the relevant materials must pass the specific tests conducted by designated laboratories before record filing.

2. Inspection requirements and documents required

The consignor or his agent shall complete customs inspection formalities at the entry-exit inspection and quarantine office before the arrival of imported coating materials. In addition to documents such as contract, invoice, bill of lading and manifest, it is also necessary to submit the original or photocopy of the “Imported Coating Record Filing Certificate” when applying for inspection. For the import of coating materials that are classified as dangerous chemicals, enterprises are required to present the declaration of compliance for dealing in imported dangerous chemicals; the name, quantity and other information about the additives for products requiring the addition of inhibitors or stabilisers, and samples of safety information and hazard communication labels in Chinese.
