Q: Where Can High-tech Companies in Shanghai Apply for Enterprise Certification?

A: The Shanghai Steering Group for Certification of New- and High-tech Enterprises is responsible for the guidance, management and supervision of the certification of new- and high-tech enterprises in Shanghai. The Steering Group is formed by the Shanghai Municipal Science and Technology Commission, Municipal Finance Bureau, Municipal State Taxation Bureau, Municipal Local Taxation Bureau, Municipal Development and Reform Commission, Municipal Economic and Information Technology Commission and Municipal Intellectual Property Administration.

Under the Steering Group is the Shanghai Office for Certification of New- and High-Tech Enterprises set up within the Municipal Science and Technology Commission, which is responsible for the day-to-day work of the group, including certification, simple or complicated change of name, re-examination of qualifications, issuance of replacement certificates, supervision and inspection of certified enterprises, and acceptance, verification and handling of relevant tip-offs.

The management department of the science and technology committees of various districts (counties) and the industrial parks of various new- and high-tech industry zones will examine the documents submitted for high-tech enterprise certification. After confirming the documents to be complete and truthful, they will issue the formal acceptance certificate and submit the written documents that have passed examination as well as their formal acceptance certificate to the Shanghai Office for Certification of New- and High-Tech Enterprises.
