Q: Will China ease market access conditions for traditional Chinese medicine sector?

A: The Outline of the Strategic Plan on the Development of Traditional Chinese Medicine (TCM) (2016-2030) issued by the State Council mentions that China will ease access requirements for Chinese medicine services in future. The main points of this outline include:

1. Reforming the system of access qualifications, scope of practice and management of TCM practitioners, exploring the possibility of carrying out classified management based on practice skills, and implementing the system of record filing for TCM clinics in accordance with the law.

2. Reforming the system of access qualifications for apprentices and masters of TCM and allowing masters of TCM who have obtained the certificate to practice as rural doctors to open TCM clinics in townships and villages.

3. Encouraging social forces to operate Chinese medical chains and not restricting social capital to undertake the operation of TCM out-patient departments and clinics that only provide TCM service, supporting qualified TCM professional and technical personnel, especially famous veteran doctors of Chinese medicine, to open TCM out-patient departments and clinics, and encouraging pharmaceutical companies to operate in-house TCM clinics.

4. Ensuring that government- and non-government-run TCM institutions enjoy the same rights in terms of market access, practice, and so on.
