What are the Statutory Requirements When Fresh Fruits Are Imported into China?
All imported fruits from foreign countries must comply with all China’s relevant inspection and quarantine requirements. In addition, such imports must also comply with the requirements set out in any bilateral agreements signed between the Chinese government and the government of the exporting country / region, as well as any protocols signed between the General Administration of Customs (GAC) (or the former General Administration of Quality Supervision, Inspection and Quarantine) and the inspection and quarantine department of the exporting country / region.
Currently, the GAC is responsible for overseeing the inspection, quarantine, supervision and administration of all fruit imports. It has also been mandated to issue and maintain China’s approved list of fresh fruit imports and their designated exporting countries / regions, as well as to carry out any statutory inspection / quarantine of imported fruits. In the case of importers, prior to signing a trade contract or agreement relating to fruit imports, they must apply to the GAC for approval to complete the relevant inspection / quarantine formalities for imported fruits and obtain a Permit for the Quarantine of Entry Animals and Plants of the People’s Republic of China.
