Dongguan Issues Cross-Border E-Commerce Park Development Guidelines

The recently-issued Administrative Provisions of Dongguan City for the Accreditation of Cross-Border E-Commerce Parks (Dong Shang Wu No. 66 [2019]) sets out how such facilities are to be developed and managed. Released by the Dongguan City Bureau of Commerce, the outlined arrangements will remain in force until 31 December 2021.

Under the terms of the Provisions, it is specified that each such park will have a dedicated business management body and will provide infrastructure support and any public services deemed relevant to the industry. In terms of structure, they can operate either as industrial parks or commercial buildings and may be categorised as either functional or industrial depending on local requirements.

Dongguan was approved as one of China’s third batch of Cross-Border E-Commerce Comprehensive Pilot Zones in July 2018.
