Belt and Road Customs Clearance Co-operation Action Plan (2018-2020)

As part of its Belt and Road Initiative (BRI) implementation strategy, the General Administration of Customs (GAC) has issued the Belt and Road Customs Clearance Co-operation Action Plan (2018-2020). This strategy document is seen as a blueprint for the enhancement of customs co-ordination and liaison between China and the countries along the BRI routes, while also providing support to the relevant comprehensive pilot zones and cross-border economic co-operation zones. It is also intended to help establish a customs information exchange and service-sharing platform.

In terms of additional moves, the GAC is also committed to supporting the implementation of the International Coastal Transport Corridor, helping to develop cargo transport air route networks and contributing to the proposed extension of international air passenger routes. It will also look to build and implement an appropriate customs control standards framework for the cross-border e-commerce sector, implement the customs and railway co-operation initiative and enhance customs clearance facilitation and co-operation with regard to the China-Europe railway express (CR Express).
