Policy Measures in Support of the Development and Opening-up of Key Border Regions

On 24 December 2015, the State Council issued Opinions on Several Policy Measures in Support of the Development and Opening-up of Key Border Regions. This strategy document is intended to boost the development and opening-up of a number of key border areas, helping to bring economic prosperity and social stability to the regions, while also reinventing them as important frontiers as part of the Belt and Road Initiative.

The recommended policy measures include accelerating the process of invigorating the border areas and enhancing the prosperity of residents; devoting greater efforts to improving the employment prospects of those living in the border areas; reforming related administrative systems; while further revoking and decentralising the administrative examination and approval procedures required for customs clearance and import-export at national-level ports in the border areas. The document also advocates that steps should be taken to adjust the structure of trade in the border areas, change the forms of trade, progressively develop border trade; implement a variety of supportive policies; encourage the development of niche and priority industries; and promote the growth of cross-border tourism.
